પ્રથમ વિશ્વયુદ્ધમાં ઇંગ્લેન્ડનો વિજય થયો હતો . આ સમયે બ્રિટિશ સરકારે રૉલેટ ઍક્ટની જાહેરાત કરી . રૉલેટ ઍક્ટ મુજબ કોઈ પણ વ્યક્તિની ધરપકડ કારણ આપ્યા વિના કરી શકાય તથા ખાસ અદાલતમાં કામ ચલાવી તેને સજા કરી શકાય એવી જોગવાઈ હતી . આ કાયદો અભિવ્યક્તિની સ્વતંત્રતા જેવા મૂળભૂત અધિકારો પર અંકુશ લગાવતો હતો . જ્યારે પોલીસને વધુ પડતા અધિકારો મળે , એ માટે હતો . લોકોએ આ કાયદાનો વિરોધ કર્યો . ગાંધીજીએ રૉલેટ ઍક્ટને કાળો કાયદો કહ્યો .
